Police Jury adopts budget for 2010 posted Thursday, December 17th, 2009 @ 8:53 am  E-mail Story |  Print Story  The Concordia Parish Police Jury adopted a $7.1 million budget for 2010 Monday night, which included a general fund budget of $2.3 million. The Jury's overall budget also includes a special revenue budget of $4.8 million, which includes its hardsurfacing and public works programs. In the general fund, revenues for the year are expected to total $2,009,870 and expenses $2,357,879, leaving a deficit of $348,009. However, the end-of-the-year general fund balance will be in the black at $1,046,264 due to reserves. The special revenue budget shows anticipated revenue of $4,310,758 and expenses of $4,811,027, leaving a deficit of $500,269. But with reserve funds, the yearend balance is expected to be almost $3 million. Finance Committee Chairman Randy Temple said, "We'll have to watch it close. We're not going to be able to finance any new projects." "We're going to have to live within our budget," said Jury President Melvin Ferrington. Ferrington and Temple noted that the Jury received around $100,000 severance tax funds prior to Monday's meeting, which was not reflected in the newly-adopted budget. In other business, the Jury: -- Took under advisement six bids for generators for Homeland Security. -- Reappointed Ed Bruce and Melvin Dobson to the Concordia Parish Recreation District Three Board of Directors. -- Reappointed Harvey Cowan and Dempsey Hillen to the Board of Concordia Fire District No. 2. -- Approved occupational licenses for Emmitt G. Book, B&B Auto, 1910 Hwy. 909, Monterey; and Sherrilyn Janelle Conner, For Every Occasion, PO Box 195, Ferriday. -- Reappointed the secretary-treasurer for a two-year term. -- Approved transfers of $1,495 from Highway Maintenance to General Fund, $3,350 from Drainage Maintenance to General Fund, $1,565 from Solid Waste to General Fund, $5,025 from Sales Tax to General Fund, $47,000 from Sales Tax to Solid Waste, $50,000 from Sales Tax to Drainage Maintenance and $75,000 from Sales Tax to Highway Maintenance. The board also voted to: -- Advertise for bids for chemical, gravel and culverts. -- Request an opinion on whether ethic laws were violated when Marc Archer, chairman of the Recreation District No. 3 Board, purchased land by the proposed Vidalia Recreation Complex. The Jury had previously requested an Attorney General's opinion on the matter. -- Pay $85,696 to renew Worker's Compensation. -- Pay $500 for 2010 dues and registration fees for the Louisiana Registrar of Voter's seminar. -- Pay mileage reimbursement of $802.88 to the sheriff's office for transporting evidence to a crime lab. -- Pay Don Tolar $687.50 for services rendered in the Phase 1 road lawsuit. -- Pay Quality Litigation Support Inc. $243.71 for services rendered. -- Pay $9,657.94 to Davenport, Files & Kelly LLP for services rendered. -- Pay National Association of Counties dues for 2010 totaling $446.
