Presidential Preference Primary election slated February 9

On Feb. 9, 2008, Louisianans will go to the polls to express their preference for a person to be the nominee of their party for president, and also to vote for their state and local party committee members.

This is a closed party election, which means that only registered Democrats or Republicans can vote for the Presidential nominees and state and local committee members. The following is a list of the 32 parishes that also have local races or issues in which all eligible voters may vote on the local races or issues:

Acadia, Bienville, Caddo, Caldwell, Claiborne, Concordia, DeSoto, East Baton Rouge, E. Feliciana, Franklin, Grant, Jefferson, Lafayette, LaSalle, Madison, Natchitoches, Ouachita, Red River, Sabine, St. Charles, St. Helena, St. James, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Tensas, Terrebonne, Vermilion, Vernon, and West Carroll.

• Voter Registration Deadline

If a voter is already registered but changes his or her party affiliation or non-affiliation any time, the voter must do so prior to Jan. 9, 2008, to be effective for the Feb. 9, 2008 Presidential Preference Primary Election.

• Early Voting

All eligible voters may vote early in person at their parish Registrar's office.

Hours of Early Voting: 8:30 a.m. to 4:30 p.m. 14 to 7 days prior to each election; Jan. 26 through Feb. 2, 2008, for the Presidential Preference Primary Election.

• Absentee Voting

• Mail-in Absentee Ballots Deadline to apply is Feb. 5, 2008 (military and overseas deadline is Feb. 8, 2008).

• The application must be received by this deadline.

• Deadline to return ballot is Feb. 8, 2008 (military and overseas deadline is Feb. 9, 2008).

Voters may request an application to vote absentee if they meet any of the following criteria:

- Military personnel and their dependents

- Overseas citizens

- Students, instructors, professors

- Offshore employment

- 65 years of age or older

- Mobility impaired cardholders issued by OMV (include a copy with application)

- Absent from state/parish during early voting period and on Election Day

- Moved to another parish (more than 100 miles away) after registration closed

- Confined involuntarily to mental institution outside registration parish, not interdicted nor judicially declared incompetent

- Expect hospitalization on Election Day or during early voting

- Religious Clergy/Leader

- Incarcerated but not under an order of imprisonment for conviction of a felony.

• Election Day

- Hours of Voting: 6 a.m. to 8 p.m.

- Anyone in line at 8 p.m. is given the opportunity to vote.

- Voter Identification: All voters must produce photo identification or sign an identification affidavit before voting. The types of photo ID that can be used by the voter include drivers license, special Louisiana ID card or other form of photo ID containing the name, address and signature of the voter.

• Voting Equipment

- The Secretary of State certifies voting machines for use in Louisiana.

- Louisiana has one statewide voting system for Election Day, the AVC Advantage by Sequoia. This is used in every precinct and the AVC Edge is used in each Registrar of Voters office for early voting.

- All machines are tested and sealed before each election.

• Provisional Ballots

The Presidential Preference Primary is a federal election.

Circumstances for issuing a provisional ballot are:

- Voter whose name does not appear on the precinct register and whose registration status cannot be determined by the commissioner or Registrar of Voters

- Voter whose name does not appear on the precinct register and who has been verified as ineligible to vote; and

- Voter who is voting as a result of a federal or state court order that extends polling hours.

A voter must vote in the correct parish and precinct for their residential address in order for a ballot to be counted.

Provisional Ballots pertain only to federal elections.

Voters may contact the Secretary of State at 1-800-883-2805 to determine whether their ballots were counted and if not the reason why. Voters should wait at least 7 days after an election before calling and should be prepared to give their provisional ballot number.

• Election Night Results

- Election night results can be accessed through the Secretary of State's Web site, www.GeauxVote.com

- All totals will be made official after the Parish Board of Election Supervisors certifies them no later than noon the fifth day following the election. Please be patient while clerks are transmitting vote totals.

- Be aware that human data entry problems may occur and some totals may change before certification.

- Most importantly, some precincts are far away from the clerk's office and it takes some time for precinct commissioners to drive in their election results.

- Anyone who attends the absentee and early voting tally is sequestered until 8 p.m.

• Electioneering

No person shall:

- Electioneer within 600 feet of the entrance to a polling place on Election Day or during early voting;

- Offer, promise, solicit or accept money or anything of present or future value to obtain or influence a vote or registration;

- Intimidate any voter concerning voting or registration;

- Vote or attempt to vote more than once;

- Disobey election officials; or

-Interfere with elections equipment.
