|School Board makes appointments; slates bathroom renovations|
The Concordia Parish School Board accepted the low bid for the first phase of school bathroom renovations parishwide and made two appointments during its regular meeting Thursday night.
Patty Bellis was named Director of Federal Programs and Debbie Bairnsfather was appointed Supervisor of Child Nutrition.
Bairnsfather's appointment was unanimous, while Bellis' appointment came on a 6-3 vote. She'll replace Julius Huhn.
Supporting Bellis was Fred Butcher, Mary Campbell, Daryle Price, Martha Rabb, Raymond Riley and Gary Parnham. Opposing her appointment was Diane Baker, Ricky Raven and Deanie Roberts.
Dr. Rhonda Wilson White was the other applicant for the post. Vidalia High School teacher Dorothy Ulmer told board members White was "highly qualified" for the job, but said she "knew she wasn't going to get." Ulmer said the board's politics "makes me sick to my stomach."
Both Bellis and Bairnsfather were the choices of two separate committees, said Supt. Loretta Blankenstein, who recommended each for their positions.
Parnham commended all of the candidates and said the board tried to eliminate politics in making its decisions.
The contract for the first of three phases of school bathroom renovations was awarded to Wilmar Construction of Vidalia with the low bid of $474,500, including the base bid of $460,700 and the alternate bid, for automatic flush devices, of $13,800. The other bidder was Edgin Construction of Natchez -- $498,000 base, and $13,500 alternate.
Bathrooms at Monterey, Ferriday Lower and Ridgecrest are included in the first phase work that will begin by the end of April.
The board also agreed to settle a past due water bill owed the Town of Ferriday for the Ferriday High School football field. Business Manager Tom O'Neal explained that the problem began with a water leak in December 2004 and said due to inconsistencies in the billing the town and school system agreed to settle the matter for payment of $3,626.25.
The board also asked O'Neal to report next month on the delinquent lease bill due the school system from the Town of Ferriday. A few years ago, the board and town agreed to a lease that began at one school-owned building in Ferriday and then was transferred to the old Ferriday Seventh Grade, which was recently leveled.
The town used the building until it was torn down. O'Neal the school system is due $62,000 on that lease.
In other business, the board.
• Met in executive session for about 30 minutes for an expulsion hearing attended by a Monterey student, his mother and their attorney. The board voted after the session to uphold the administration at Monterey High in the matter.
• Set the school calendar for the 2008-09 year. School will begin August 11, 2008, and end May 21, 2009.
• Approved the payment of invoices for February 2008 totaling $3,176,006.
• Agreed to a request by Riley mandating that all supervisors attend board meetings. Riley said two supervisors "never attend."
