Charges against Clayton police chief quashed

Charges of malfeasance in office and public bribery were quashed in Seventh Judicial District Court last week against Clayton Police Chief Clarence "Papa" Skipper.

Judge Leo Boothe granted the motion to quash filed by Skipper's attorney Louis G. Scott.

"I just so happy it's over with," Skipper said Tuesday. "My family, my friends, my supporters are happy, too. It's long overdue."

He said he maintained "on day one that I was not guilty and that's where I stand today. Justice has prevailed."

Skipper was indicted by a parish Grand Jury after being charged with malfeasance in office and public bribery in March 2004. The Louisiana State Police conducted an uncover investigation of Skipper in which it was alleged that he took money in lieu of filing accident reports and traffic citations.

Skipper has been re-elected to his police chief post twice since the charges were filed.
