School Board finances 'excellent'

The Concordia Parish School Board remains financially sound while other school systems struggle to make ends meet.

That was the opinion of auditor Earnest Sasser, who told board members Thursday night that the local system's finances for the year ending June 30, 2008, were "excellent." He said the system was "very healthy."

Sasser, of the Alexandria accounting firm of Payne, Moore and Herrington, said the audit revealed that:

-- The School Board's assets exceeded liabilities by $34.6 million (net assets) for the year ended June 30, 2008, compared to $29.8 million the previous year.

-- Total net assets included $11.6 million in capital assets, consisting of property and equipment, and unrestricted assets of $22.4 million for payment of continuing obligations.

-- The Governmental Funds fund balance totaled $24.2 million, up from $21.2 million the previous year.

-- A $15.4 million fund balance was recorded in the general fund, an increase of $1.8 million from the previous year.

"You're in very good shape," he said.

There were two procedural and accounting findings, he said, but both were being corrected.

In other business, the board approved the payment of invoices for the month of January totaling $4,728,118, approved the school calendar for 2009-2010, agreed to hold summer school at Vidalia High and approved the first reading of the annual leave policy.

In personnel matters, the board approved the following:

-- Resignations:

Ruth Williams, first grade teacher, Vidalia Lower, effective January 21, 2009.

-- Retirements:

Carolyn Ratcliff, bus driver, Monterey area, effective January 28, 2009.

Julia Avery, teacher, Monterey High School, effective March 20, 2009 (Correction of date).

Hazel Minor, paraprofessional, effective May 23, 2009.

Ruby Barnett, school food service technician, effective February 20, 2009.

--Leaves:

Patricia Irvin, teacher, Ridgecrest School, medical leave without pay, effective February 2, 2009.

Janice Rogers, teacher, Ferriday Lower, extended medical leave, upon exhaustion of accumulated sick leave for up to six weeks.

Susan Anderson, teacher, Ferriday Jr. High, extended medical leave, effective January 22, 2009.

Vounzell Murphy, teacher, Ferriday Jr. High, family medical leave, effective February 16, 2009-April 30, 2009.

-- Appointments:

Heidi Carson, teacher, Vidalia Lower, effective January 26, 2009, for the remainder of the 2008-2009 school year only.

James McGee, interim-child nutrition supervisor, effective February 2, 2009.

Sabra Wade, Bookkeeper, Sales Tax, effective Monday, February 16, 2009.
