Police Jury revises road bond ordinance

The Concordia Parish Police Jury revised its road bond ordinance and took care of other matters during its regular meeting Monday night.

The change in its bond ordinance was approved after a public hearing on the subject following Jury action last month when it filed a lawsuit against a Mississippi logging company and its subcontractor for damages to the Haphazard Road. Defendants were listed as C&M Pulpwood, Inc. and subcontractor John Quinn and Quinn Logging of Natchez.

"This is going to cost the parish a lot of money to fix this road," said Jury President Melvin Ferrington.

The lawsuit says that damages caused by the defendants included cracks and potholes from heavy equipment and vehicles used in the logging operation. The four-mile stretch of road had been paved as part of the Phase 2 hardsurfacing program.

The parish's road superintendent and parish president are authorized to require contractors who "are about to damage parish roads" to execute an indemnity agreement "in favor of the parish." Previously, a post cash or a surety bond minimum cash bond of $10,000 for the first mile and $5,000 for every mile thereafter was required. The Jury agreed Monday night to increase that bond amount to $25,000 for the first mile and $15,000 for each mile thereafter.

The Jury also voted to up the penalties for violation of the Jury ordinance from a $1,000 fine and jail time of not more than six months to a $5,000 fine and a prison term of not more than one year.

In other action Monday night, the Jury:

-- Reappointed Hugh "Butch" Bateman to the Northeast Delta R.C.&D. Board.

-- Voted to assist the Lake St. John Recreational & Water Conservation District with the placement of a culvert at Miller Crossing.

-- Approved transfers of $1,455 from the Highway Maintenance Fund to the General Fund, $3,350 from the Drainage Maintenance Fund to the General Fund, $1,585 from the Solid Waste Fund to the General Fund, $5,025 from the Sales Tax Fund to the General Fund, $50,000 from the Sales Tax Fund to the Drainage Maintenance Fund and $50,000 from the Sales Tax Fund to the Highway Maintenance Fund.
