Parish braces for Arctic punch; officials eye conditions
Concordia Homeland Security Director Morris White said this morning that emergency plans are in place in case frigid weather causes major problems in the parish through the weekend.
"We pray that the rain will come in early and run off the roads before the hard freeze sets in," he said.
