Parish, town redistricting work begins

Parish Planner Oliver Schulz told the Police Jury Monday night that political boundaries in Concordia Parish "shouldn't change much" due to the 2010 census.

Schulz told jurors that there will be "some minor deviations, but overall there won't be a lot of changes."

He said the new redistricting plan should be submitted to the U.S. Department of Justice by June following discussions, comments and a public meeting.

Schulz plans to meet with the School Board soon.

According to census figures reviewed by Schulz on Tuesday, Concordia's population grew 2.8 percent during the last 10 years, an increase of 575. The parish's total population in 2010 stood at 20,822.

"But that increase came as a result of an increase in the prison population at the facilities out on Hwy. 15," said Schulz. He said that prisoners are typically counted as residents in the parish where they are incarcerated although they can't vote.

He said the correctional facilities on Hwy. 15 housed 200-plus inmates in 2000, but housed 1,181 during the 2010 census.

"Essentially, the parish lost population as far as permanent residents are concerned," said Schulz.
