Concordia voters will go to the polls Saturday, Nov. 19, to cast ballots on a constitutional amendment that concerns taxes on real estate.

Registrar of Voters Golda Ensminger said 89 persons early voted, including 65 in-person and 24 by mail.

Clerk of Court Clyde Ray Webber predicted a turnout of less than 10 percent.

"This is the first time since I've been office that we haven't had a run-off for statewide offices during a gubernatorial election year," Webber said. "It's unusual."

Concordia voters will cast ballots on Amendment 1, which concerns taxes and fees on the sale or transfer of real estate.

According to the Public Affairs Research Council (PAR), "a vote for would prohibit the levy of new taxes or fees upon the sale or transfer of immovable property after November 30, 2011."

PAR says a vote "against would leave the Constitution silent on the issue, meaning that the Legislature could pass statutes to create new real estate transfer taxes in the future."

In Catahoula Parish, incumbent Sam Wilkerson and Matt Taylor are in a run-off for assessor.

Wilkerson was elected by voters last month to fill the unexpired term of former assessor Carmon Walker, who resigned. Four candidates ran for the full four-year term, which begins in 2012, with Wilkerson and Taylor making the run-off.

In Tensas, Donna Randolph Ratcliff and Hattie Chambers Ward are in a run-off for assessor. Incumbent Irby Gamble chose not to seek re-election.

Incumbent Carl Frank Olds faces Robert J. "Bubba" Rushing in a run-off for a Tensas Parish Police Jury slot.
