Unpaid Davis bill draws questions Sentinel Writer
The Ferriday Town Council meeting Tuesday turned into a public hearing on money the town owes the estate of former mayor Sammy Davis Jr.
Mayor Pro Tempore Johnnie Brown, serving in place of Mayor Glen McGlothin who was out because of an illness, was asked by alderman Elijah "Stepper" Banks about the money the council voted to give Davis' estate over legal fees.
Davis, who died in 2006, was indicted in 1990 on three counts of malfeasance in office and one count of injuring public records. The state Supreme Court overturned the conviction on a technicality.
In February, the board voted to pay $129,000 in legal services for Davis. Alderwoman Gloria Lloyd made the motion to pay the fees in four equal payments of $32,250 annually over a four-year period commencing on August 1, 2011, with Elijah "Stepper" Banks seconding the motion. Johnnie Brown and Gail Pryor voted for the motion, while Somer Lance was the lone dissenter.
The board began discussing the subject three years ago after attorney Dennis Webber, who represented Davis, told the board that Davis is the only public official in the history of the state to be accused of a crime "he did not commit" and not be reimbursed reasonable attorney fees.
In 2009, the Louisiana Attorney General released an opinion saying the Town of Ferriday has "no legal obligation" to pay a Baton Rouge attorney for services to Davis.
