Council delays action on water system The Ferriday Town Council opted to take no action Monday on a recommendation to extend the one-year contract of JCP Management of Harrisonburg as manager of the town's water system and declined to consider at this time the establishment of a $105 reconnection fee for water.
The Council previously authorized a one-year contract with JCP to serve as third party operator of the town's water system. USDA, which provided a multi-million grant and loan to build a new water plant and upgrade the water system, requires that a third party manage the system.
Mayor Glen McGlothin said the recommendation to give JCP a three-year contract was to give the company time to install new water meters, construct the new water plant, properly insure water quality and maintenance and that all the work be done on a timely manner.
Council members chose to delay consideration of the measures until after newly-elected Mayor Gene Allen takes office July 1. McGlothin, whose term ends June 30, brought up the issues during a special meeting Monday.
"I'm following the board's direction to go forward with the water plant," McGlothin said. "I signed the contract as authorized by the Council."
Allen said Tuesday that there were details in the contract that needed to be worked out.
"The town is required to provide JCP office space at town hall at $350 per month," Allen said. "I don't have a problem with that but I don't know if we have the space so we have to work out the details."
He also said some terms in the contract with USDA conflict with existing ordinances.
Under terms of the contract with JCP, the company will charge $105 in reconnection fees to customers whose water had been cutoff for lack of payment or other reasons. By ordinance the town can only charge $25 to reconnect a customer although it is required by contract to pay JCP $105 to reconnect as part of the agreement it authorized, McGlothin said.For the full story, subscribe to the The Concordia Sentinel's NEW E-Edition! |
