Levee board to fire Cowan

The Fifth District Levee Board is once again in the process of terminating the employment of Bobby Cowan of Concordia Parish.

The Louisiana Department of Civil Service has twice reinstated Cowan on technicalities, according to Jason Trichell, superintendent of operations for the levee district.

Cowan entered a no contest plea to a misdemeanor charge of unauthorized use of a movable in Concordia Parish in February 2011. He was sentenced to six months unsupervised probation and ordered to pay $300 in court costs.
