Former Ridgecrest mayor, town clerk indicted by Grand Jury

The Concordia Parish Grand Jury today indicted the former mayor and former town clerk of Ridgecrest on multiple counts of theft, false accounting, filing false public records and malfeasance.

Former Mayor Kevin Graham was indicted on eight counts and former Town Clerk Dana DeLaughter on seven counts.

The two were cited recently in a Legislative Audit which found discrepancies amounting to thousands of dollars that were collected in customer utility payments but never deposited in the town's bank accounts.

"We've very pleased with the decision made by the Grand Jury," District Attorney Brad Burget said. "They heard a lot of overwhelming evidence of crimes committed by Ms. DeLaughter and Mr. Graham and we look forward to presenting the case to a petit jury in the future."

Burget said the Legislative Auditor "did a wonderful job in gathering the information. It was a long process. These crimes occurred over a two-year period and the auditors had to go through every transaction for every town customer to uncover the crimes committed. The thing that separates this case from others is that in this case we could pinpoint who committed the thefts."

Graham was indicted on four counts of malfeasance in office, one count of maintaining false records, one count of theft in excess of $1,500, one count of unauthorized use of a moveable and one count of filing or maintaining false public records.

DeLaughter was indicted on three counts of malfeasance in office, two counts of theft in excess of $1,500, one count of filing or maintaining false public records and one count of false accounting.

In the cases of both Graham and DeLaughter, the malfeasance charges were in relation to specific charges involving theft, false accounting, filing or maintaining false public records and felony theft.
